Las facilidades del transporte y las comunicaciones gracias a las nuevas tecnologías, el tránsito internacional de millones de personas y las migraciones masivas, a la par que las crisis económicas y financieras mundiales que conllevan más pobreza y violencia, junto con la falta de medidas de protección adecuadas, son factores que inciden en el incremento de estos delitos. Los escasos estudios y/o investigaciones y principalmente la falta de estadísticas fiables impide obtener conocimientos sobre la situación, magnitud y consecuencias que acarrea el tráfico de internacional de niños, favoreciendo de algún modo la actividad de los delincuentes y sus redes. Si bien existen varios marcos normativos, su implementación y eficacia se muestran deficientes. Entendemos que la cooperación jurídica internacional entre los Estados de la región es la base esencial para la implementación y eficacia de la Convención Interamericana sobre el Tráfico Internacional de Menores, y de otros convenios en vigor a nivel universal, para prevenir, controlar y sancionar este delito y mitigar los tremendos efectos sociales y económicos que genera la utilización ilícita y lucrativa de los niños.Universidad de Montevideo.
