En el siguiente trabajo el lector encontrará un estudio del órgano, que analiza sus antecedentes, naturaleza jurídica y cometidos, así como disputas recientes que ha generado y que han motivado pronunciamientos a nivel judicial y administrativo. Para ello se recurre al análisis de normativa, doctrina y jurisprudencia nacional a la vez que se hace mención a Derecho comparado. El fin que persigue el siguiente trabajo es delimitar el campo de actuación de la Secretaría de Comunicación Institucional, a los efectos de que se respeten los derechos y disposiciones constitucionales sobre los que se edifica la Nación.A Secretaria de Comunicação Institucional é um órgão da Presidência da República, que tem como objetivo principal comunicar à sociedade informações relevantes sobre atuação do Governo e implementar a política de comunicação do Poder Executivo. No presente trabalho o leitor encontrará um estudo sobre o órgão que analisa seus antecedentes, natureza jurídica e atribuições, bem como litígios recentes que geraram e que motivaram pronunciamentos na esfera judicial e administrativa. Isto é feito através da análise dos regulamentos, doutrina e jurisprudência nacionais, bem como fazendo referência ao direito comparado. O objetivo do trabalho a seguir é delimitar o campo de atuação da Secretaria de Comunicação Institucional, a fim de que sejam respeitados os direitos e disposições constitucionais sobre os quais se edifica a Nação.Universidad de Montevideo.
