For his part, Guerra presents in his film a message of reconciliation based on truth, justice and the guarantee of non-repetition. |

Para ello, se revisó el trabajo institucional desde la creación del Ministerio de Cultura por Ernesto Samper, por medio de la Ley General de Cultura (1997), hasta la promulgación de la Ley de Cine (2003). Además, se caracteriza el contexto y trayectoria profesional de Ciro Guerra. Se concluye que el Estado colombiano ha buscado, mediante políticas culturales, institucionalizar un área clave para solucionar el conflicto armado. Por su parte, Guerra presenta en su película un mensaje de reconciliación con base en la verdad, la justicia y la garantía de no repetición.O objetivo deste artigo é compreender o impacto das políticas culturais realizadas pelo Estado colombiano na construção da identidade no filme La sombra del caminante (2004) de Ciro Guerra. Para tanto, revisou-se o trabalho institucional desde a criação do Ministério da Cultura por Ernesto Samper, através da Lei Geral da Cultura (1997), até a promulgação da Lei do Cinema (2003). E também caraterizado o contexto e a trajetória profissional de Ciro Guerra. Conclui-se que o Estado colombiano procurou, através de políticas culturais, institucionalizar uma área chave para a solução do conflito armado.
