Summary:In the Uruguayan legal system, decentralization by services is manifested through the Autonomous Entities and Decentralized Services. In the following paper, the reader will find a contemporary analysis of the doctrinaire discussion about the integration of the hierarchical body of the decentralized entities which dates from 1967, as well as the proposal of a new textual argument arising from the national Constitution.
